In plain words
20.8% of population
What it is. This measure counts the share of people whose daily consumption falls below a fixed international line, valued at 2021 purchasing power parity so that a dollar buys a comparable basket of goods across countries. The World Bank builds it from household surveys and fills the years between surveys by interpolation and extrapolation. Because it is modelled, individual years carry some estimation error. It describes consumption relative to a single line, so households just above that line are counted as non-poor even when they remain vulnerable.
Lower is better. A lower share is better because every person under the line is someone whose daily spending cannot reliably cover basic needs. The latest figure is 20.8 per cent of the population, for 2021. Since 1987 the series has ranged from 16 per cent in 1987 to 47 per cent in 2008. The 2021 level therefore sits closer to the 1987 low than to the 2008 peak, and is far below that peak.
Why it matters. At about 21 per cent, a substantial minority of Ivorians live on very little each day, and a rise in food or fuel prices can quickly push a household into going without. Firms selling to low-income customers face limited spending power in those groups. For the state, this share indicates how many people social transfers and rural and urban support programmes need to reach.
