What it is. Net enrolment counts only children of official primary school age who are enrolled in primary school, divided by the total number of children in that age group. Older pupils who started late or are repeating a year sit outside the numerator, so the ratio tracks whether children begin school on time. It records enrolment and says nothing about attendance, learning or completion.
Higher is better. A higher ratio means more of the age group is in a classroom at the right age, where children build the reading and numeracy that later schooling depends on. The latest figure, for 2019, is 66.5% net, up from 61.8% a year earlier, a rise of 4.7 percentage points. Since 2008 the lowest reading was 47.9% net in 2009. The 2019 figure is also the highest in that span, so enrolment sits at the top of its own range.
Why it matters. In Djibouti a sizeable share of primary-age children are still outside primary school, so many households face years in which those children miss early learning. Employers draw on a workforce whose basic skills depend on this intake. The state has to keep adding classrooms and teachers if the recent gain is to continue, and the next reading will show whether it does.
