In plain words

82.5% net

What it is. Net enrolment counts only children of official primary school age who are enrolled in primary school, divided by the number of children in that age group. Older pupils who are repeating a year or started late do not add to the figure, so it follows how many children are in the right class at the right age. The ratio shows enrolment, which is a different thing from attendance or from finishing the cycle.

Higher is better. A higher ratio is good because more children of the right age are getting a primary education at the intended time. Eswatini's latest figure is 82.5% net for 2017, down from 84.3% a year earlier, a fall of 1.7 percentage points. Since 1996 the series has ranged from 78.6% net in 1996 to 89.3% net in 2011. The 2017 reading sits in the lower half of that range and well short of the 2011 peak.

Why it matters. At 82.5% net, a share of Eswatini's primary-age children are out of school or at a different level from the one intended for their age. For households, that can mean a child starting school late or missing early years of learning. For the state, it points to a gap between its places in classrooms and the children who fill them. The 2011 level of 89.3% net shows what the country has already reached.
