What it is. Net enrolment divides the number of children of official primary school age who are in primary school by the number of children in that age group. Only children of the official age are counted, so older pupils who started late or are repeating a year sit outside the top line. That makes it a tighter gauge of timely access than a count of all pupils. It records who has a place in a classroom and leaves out attendance, progress to the final grade and what pupils learn.
Higher is better. A higher share means more children of the right age are in school, which is why a rising figure is the better direction for this measure. The latest figure is 95.6% net, recorded in 2018. It is the highest in the series since 1989. The lowest point since 1989 was 54.7% net in 1995, so the figure has climbed a long way from the bottom of its range.
Why it matters. At 95.6% net, almost every Malagasy child of primary age was enrolled in 2018. For households, a school place is available to nearly all families. For the state, the pressure shifts towards teachers, classrooms and materials for a near-full age group, and towards keeping children in school through to the last grade. Newer data will show whether enrolment has held since 2018.
