In plain words
93.1% net
What it is. Net enrolment divides the children of official primary age who are enrolled in primary school by all children in that age group. Late starters and repeaters are enrolled but fall outside the age band, so the ratio rewards entering school on time as well as getting a place. It counts registration and leaves out daily attendance and how much pupils learn.
Higher is better. A higher ratio means more children of the right age are in school when they are meant to be, so a rising figure is an improvement. The latest figure is 93.1% net, for 2017. Since 2004 the lowest reading was 87.9% net in 2015 and the highest was 96.4% net in 2004. The 2017 figure sits in the upper part of that range, above the 2015 low and a little below the 2004 high.
Why it matters. At 93.1% net, nearly every child of primary age in São Tomé and Príncipe has a school place, so families can generally expect a local school to take their child. The state has to staff and maintain classrooms for almost the whole age group. The remaining few children are the ones to reach, and the 2004 level of 96.4% net shows that a higher share has been achieved in the country before.
