What it is. This measure shows how much of the value of Ghana's goods sold abroad comes from fuels. It divides fuel exports by total merchandise exports, so the share moves when fuel sales change and also when cocoa, gold or other goods change. It covers goods only and measures value, so a price swing can shift it even when the volume shipped stays the same. Services exports sit outside it.
Neither way is good in itself. A high share leaves export earnings exposed to fuel prices and output, while a low share can reflect a broader export base or weaker fuel sales, which is why neither direction is good in itself. The latest figure, 8.8% of merchandise exports in 2025, is down 9.8 percentage points from 18.6% a year earlier. It is the lowest reading since 2015, the start of the window. The high over that period was 31.7% of merchandise exports in 2019, so the share now stands at well under a third of that peak.
Why it matters. With fuel at 8.8% of merchandise exports, Ghana's goods earnings lean less on fuel prices than they did in 2019. A fall of this size in one year can also mean fewer fuel dollars coming in, which matters to the state and to firms that depend on foreign currency from exports. The 2025 reading is the one to compare against the next release to see whether the drop holds.
