In plain words

What it is. Tax revenue here covers what the central government collects in taxes, such as income, sales, import and excise taxes, expressed as a share of the size of the economy. Dividing by GDP lets a reader compare years and countries of very different size. Social contributions, non-tax income such as fees and state enterprise dividends, and grants are all outside it, as is tax raised by regional governments.
Higher is better. A higher share gives the state more of its own money to spend on services and investment, and leans less on borrowing or aid. Ethiopia's latest figure, for 2024, is 3.4% of GDP, down from 3.9% a year earlier, a fall of 0.53 percentage points. It is the lowest reading since 2015, the start of the window. The highest was 8.4% of GDP in 2015, so the share has less than halved over the period.
Why it matters. At 3.4% of GDP, the central government collects very little tax relative to the size of the economy. That leaves little room to pay for roads, schools, health care and debt service from domestic taxes alone. Firms and households that do pay carry the load, and any push to raise the share would probably fall on them unless collection widens.
