In plain words
10.9% of GDP
What it is. Tax revenue counts the money the central government collects from taxes on income, profits, goods, services and trade, and divides it by the size of the economy. Dividing by GDP lets the figure be compared across years and countries of different sizes. It leaves out non-tax income such as grants, royalties and fees, and it excludes taxes collected by local authorities.
Higher is better. A higher share means the state funds more of its spending from domestic taxes, which makes budgets less dependent on donors and borrowing. Madagascar's latest figure, for 2024, is 10.9% of GDP, up from 9.5% of GDP a year earlier, a rise of 1.4 percentage points. Since 2015 the range has run from a low of 8.9% of GDP in 2015 to the 2024 figure, so the latest reading is the highest in that span.
Why it matters. At about 11% of GDP, the government has more room to pay for schools, clinics, roads and civil service wages from its own collections. The rise in 2024 suggests that more of the economy is being captured by the tax system, whether through better collection or stronger activity in taxed sectors. Households and firms in the formal economy carry most of that burden, so the next readings will show whether the gain lasts.
