In plain words

18.2% of seats

What it is. This measure counts the seats held by women in the national parliament, or in the lower house where there are two, and divides by the total number of seats. The Inter-Parliamentary Union collects the figures and the World Bank republishes them. It records who holds a seat on a given date. It says nothing about which committees women sit on, whether they lead parties or chair sessions, or how much influence they have over legislation.

Higher is better. A higher share means women hold a larger part of the seats where national laws and budgets are decided, so higher is better for this measure. The latest figure, for 2025, is 18.2% of seats, up from 16.7% of seats a year earlier, a rise of 1.5 percentage points. Since 2016 the share has ranged from 3% of seats to 18.2% of seats, and the current reading is the top of that range.

Why it matters. In a parliament where women hold 18.2% of seats, most decisions on family law, education spending and health budgets are still taken by men. The rise from 3% of seats in 2016 means women now take part in debates and votes where they were once almost absent. For households, a larger female presence can bring issues such as inheritance, schooling for girls and maternal health onto the legislative agenda more often.
