In plain words
31.7% of population
What it is. Internet users counts the share of people in a country who have used the internet, typically within the last three months, whether on a phone, a computer or a shared connection. National figures usually come from household surveys and operator data, then get scaled to the whole population. Because it counts people who go online rather than subscriptions, a single shared phone can lift the figure for several users, and it says nothing about speed, cost or how often people connect.
Higher is better. A higher share means more people can reach information, services, markets and public programmes online, so a rising figure is good for this measure. In Rwanda the latest figure is 31.7% of population for 2024, up from 28.8% of population a year earlier, a rise of 2.9 percentage points. Since 2015 the series has ranged from a low of 12.5% of population in 2015 to a high of 31.7% of population in 2024. The latest reading is therefore the highest in that span, and the share has more than doubled since the start of the window.
Why it matters. At 31.7% of population, roughly two in three Rwandans are still offline, so most households cannot yet use online banking, mobile money apps, e-government services or online learning in full. For firms, the online customer base is growing but remains a minority of the population. For the state, digital public services reach only a minority of citizens, so offline channels remain necessary alongside them.
