In plain words
8.9% of population
What it is. This measure counts individuals who use the internet and expresses them as a share of the whole population in Uganda. It follows people rather than connections, so a shared phone or a household link can serve several users. It leaves out how often people go online, how fast the connection is and what device they use.
Higher is better. A higher share means more people can reach information, public services, online learning and customers, so a rise is good news for this measure. The latest figure, for 2024, is 8.9% of population, down from 9.3% of population a year earlier, a fall of 0.34 percentage points. Since 2015 the series has ranged from a low of 5.7% of population in 2015 to a high of 11.7% of population in 2019. The current level sits well above where the window began and below the 2019 peak.
Why it matters. At 8.9% of population, a small minority of Ugandans can use online banking, digital government forms, remote study or online job searches. Businesses that sell or advertise online reach a narrow customer base, and shops and service providers still depend on in-person contact. For the state, digital public services reach only a small part of the population.
