In plain words
41.9% of seats
What it is. This measure counts the seats held by women in the lower or single house of a national parliament and divides by all seats in that chamber. The Inter-Parliamentary Union collects the figures from national parliaments and the World Bank republishes them. It records who sits in the chamber, which says nothing about which committees women chair, which ministries they lead or how much influence they have over legislation.
Higher is better. A higher share means women hold more of the seats where laws and budgets are decided, so the chamber is closer to the make-up of the population it represents. Ethiopia's latest figure is 41.9% of seats in January 2025, up 0.6 percentage points from 41.3% of seats a year earlier. Since 2016 the range runs from a low of 38.8% of seats in January 2016 to a high of 42.6% of seats in January 2021. The current share therefore sits near the top of that range, a little below the 2021 peak.
Why it matters. At this level, roughly two in every five members of the House of Peoples' Representatives are women. That gives women a substantial voice when parliament debates family law, education budgets and health spending. Whether the share recovers to the 2021 peak is the next thing to check in the figures after the next parliamentary term begins.
