In plain words

63.8% of seats

What it is. This measure counts the seats held by women in Rwanda's lower or single house of parliament and expresses them as a share of all seats. The Inter-Parliamentary Union compiles the figures and the World Bank republishes them. It describes who sits in the chamber at a given date. It leaves out upper houses, ministerial posts, committee chairs and the influence individual members have.

Higher is better. A higher share means women cast more of the votes on laws and budgets and have more say in setting the chamber's agenda, so a higher figure is better for this measure. The latest figure, for January 2025, is 63.8% of seats, the same as a year earlier. Since 2016 the lowest reading was 61.3% of seats in 2017. The highest was 63.8% of seats in 2016, so the current figure sits at the top of its range for the period.

Why it matters. Women hold close to two thirds of the seats in the chamber that debates and votes on Rwanda's legislation and national budget. Households therefore have a majority of women among the representatives who decide on laws affecting family, health and education spending. The share has stayed within a narrow band for the whole period since 2016.
